Kansas Technical Committee Minutes - July 2009

Kansas Technical Committee (KTC)

Eric B. Banks, State Conservationist (STC), Natural Resources Conservation Service (NRCS) gave the welcome and opening remarks. Introductions were made.

Conservation Stewardship Program (CSP)

Troy J. Munsch, Assistant State Conservationist (ASTC) for Programs, NRCS, gave a brief overview of the differences between the Conservation Security Program and the Conservation Stewardship Program (CSP). Troy further explained that the interim final rule for the CSP has been sequestered by the Office of Management and Budget.

Clinton J. Evans, Resource Conservationist, NRCS, gave a PowerPoint presentation with the process for establishing the priority resource concerns and ranking pools for application evaluation on agricultural land and nonindustrial private forestland (NIPF). A copy of the presentation and a map of Kansas with the NRCS administrative areas were provided to the attendees.

KTC Recommendation: To designate soil quality, water quality, water quantity, plants, and animals as the five priority resource concerns for agricultural land.
STC Decision: STC concurred with this recommendation.

KTC Recommendation: To designate soil erosion, soil quality, water quality, plants, and animals as the five priority resource concerns for NIPF.
STC Decision: STC concurred with this recommendation.

KTC Recommendation: To designate the three NRCS administrative areas as the ranking pools for agricultural land.
STC Decision: STC concurred with this recommendation.

KTC Recommendation: To designate one statewide ranking pool for NIPF.
STC Decision: STC concurred with this recommendation.

Lyle D. Frees, Natural Resource Specialist, NRCS, gave a PowerPoint presentation on the criteria used to indentify resource-conserving crops that will be part of resource-conserving crop rotations. A copy of the presentation and the resource-conserving crop rotation – supplemental payment activity worksheet were provided to the attendees.

Items discussed with the KTC included:

  • Crop types – warm and cool season grasses and broadleaf annuals
  • Examples of perennial grass and legumes such as brome grass and fescue, native grass and alfalfa
  • Examples of high residue crops such as wheat, corn, and grain sorghum
  • Examples of low residue crops such as cotton, soybeans, and sunflowers
  • Existing crops in rotation for each of the three NRCS administrative areas were reviewed with options to meet the resource conserving crop rotation provided in each NRCS administrative area.

No recommendation for resource-conserving crops or resource-conserving crop rotations was requested of the KTC.
