Subject: Natural Resources Conservation Service Authorities and Policies Concerning the Use of Soil Surveys for the Conservation Reserve Program

The attached page is to be used in responding to CRP appeals when the issue of the appeal is associated with information taken from the Official Soil Survey for the county. These issues are of general applicability and therefore non appealable.

When field offices receive appeals on the soil survey, each district conservationist should prepare a cover letter to the Farm Service Agency County Committee and attach the exhibit. Other issues of the appeal should be handled as appropriate.
