Technical Guidance Number 44

September 3, 2003

Subject: Emergency Haying and Grazing of CRP Acreage

The attached guidance is to be used only in situations where the Farm Service Agency (FSA) has announced the release of CRP acres for emergency haying and/or grazing. County eligibility criteria must be met and the county must be authorized before emergency haying and/or grazing is allowed. Haying and grazing is not allowed on the same acreage.

The producer shall file a request with the FSA county office before haying or grazing begins. The Natural Resources Conservation Service or Technical Service Provider will receive an aerial photocopy from FSA identifying the acreage to be hayed or grazed. The haying or grazing plan must be site-specific and must consider the wildlife needs and concerns of the acreage.

Program requirements for emergency haying and grazing is contained in FSA 2-CRP (Rev. 4), Amend. 1, Part 309.

Guidance sent out by the FSA, CRP Notice, should be reviewed with the county executive director.
