Subject: Streams Matrix For Use In CRP Eligibility Determinations
The attached "Stream Matrix for Use in CRP Eligibility Determinations" has
been modified from the original matrix issued with CRP Technical Guidance Number
28 (February 15, 2001). This matrix replaces the previously issued matrix and
will be utilized from this date on.
The "flow duration" for "seasonal" streams has been modified to include the
Division of Water Resources stream definition drainage criteria. This addition
will allow more flexibility to implement filter strips/riparian buffers on
central and western Kansas drainages where shaping of a waterway is not
feasible. As before, this guidance should always be used in conjunction
with a field visit to document actual on-site conditions and feasibility of the
practice to be applied.
Keep in mind that waterways (CP8A) should be applied to address water
conveyance issues. This would apply to areas where it is feasible to stabilize a
drainage ditch by shaping a waterway, meeting 2-CRP size requirements, to allow
for conveyance of channelized flow. Filter Strips/Riparian Buffers (CP21 & CP22)
are applicable to areas where water quality issues can be addressed by overland
sheet flow through the filter strip/riparian buffer practice. These practices
would be applicable where sheet runoff water would pass through the established
practice and be filtered prior to entering a defined drainage channel.
All information utilized to determine practice applicability,
pertaining to this matrix and observed in the on-site field visit, will
be provided to the Farm Service Agency (FSA) County Operating Committee (COC)
and maintained in the producer case file.
