Subject: Guidance for Managed Haying and Grazing and Emergency Haying and Grazing of CRP Acreage

This technical guidance document replaces Technical Guidance Document Number 56. Haying and grazing under the critical feed use provisions have been included with this guidance.

Subject: Example Narratives for CRP Management Practices

When modifying CRP contracts to add management practices, the Natural Resources Conservation Service (NRCS) or Technical Service Provider (TSP) should utilize Form AD-1156, Revision of Plan or Schedule of Operations or Modification of a Contract. Attachments 2 through 11 provide suggested narratives for use with the indicated management practices. All requests to add to or modify a management practice in a CRP contract should begin with and be approved by the local Farm Service Agency (FSA) office prior to the participant starting the practice.

The producer shall file a request with the FSA county office before adding or modifying a management practice in their CRP contract. The NRCS or the TSP will receive an aerial photocopy from FSA identifying the acreage affected and the management practice requested to be implemented. The NRCS or the TSP will provide Form AD-1156 to the producer as documentation of guidance. The NRCS will obtain one signature on the Form AD-1156, usually the individual who signed on Form CRP-2. If a management practice is already scheduled in the current Conservation Plan of Operations and the producer is not requesting a change to this practice, no further NRCS or TSP guidance will be required, unless requested by the participant.

Provisions related to managed haying and grazing, emergency haying and grazing, and other approved management practices, are contained in the FSA 2-CRP Programs Manual. The NRCS or the TSP will review these provisions with their local FSA office prior to providing producers with technical information related to these practices.
